Hello alex and welcome to Seven Forums.

If you have a restore point going back to before this problem first started I think that might be the quickest way to try fix things.

    System Restore

You could also have damaged or corrupt system files. Try running a system file checker scan from an elevated command prompt (option two.) If problems are found, run the scan 3 times and restart your computer after each scan.

SFC /SCANNOW Command - System File Checker

If this is a browser problem only it would help to know which browser you are using. Also, what are your system specs? At the top of every Forum page is a link for "User CP". Click on that and in the left column click on "Edit System Spec". Fill in as much about your computer as you can.

Sorry to jump in on this one but this sounds like a malware problem to me, might I suggest running Windows defender offline? It's here:

OK, it sounds like you're not running the system file checker scan from an elevated command prompt.
Click the Start button > type cmd in the start search box > right-click the cmd icon in the upper panel > select Run as administrator > click Yes at user account control prompt.

You should now see a black screen with white letters called Administrator.

There should be a flashing cursor immediately after C:\Windows\system32>_

Just type in sfc /scannow (there is a space between sfc and /scannow) and click Enter. The system file checker scan should begin. It could take a while so be patient. As I said earlier, if problems are found, run the scan 3 times and make sure you restart the computer after each scan.

And follow the excellent suggestion by mitchell65 to run the WDO scan. You need to create the boot disk on a machine that is not infected or it may not run properly.

Do you have an Anti Virus software installed and if so is it up to date?
