Permission issues

Hey!

I have not had any permission issues with windows7 until today i logged on and saw

I thought "eh, what the hell. I just reinstall it" but soon I realized I could not uninstall avast. Then I went to control panel and user accounts to see if I have administrator privileges. Yep I still have them. I tried to click Manage another account, Nothing happened.. Same problem with all options with a shield in front of it.

I cant use ANY option which needs administrator privileges (even I have them)

Then I logged on with disabled Administrator account. I could not even open the drive I installed windows!!

I have tried take ownership.reg thingie but I dont have permission to use it. Plus I have tried making new administrator account in lusrmgr.msc.

Any help would be appreciated
