As it says in Troubleshooting Windows 7 Failure to Start if Startup Repair run 3 separate times doesn't work to start Windows with System Reserved marked Active, then move the Active flag to C partition to try it 3 times again.

Complete all of the steps in Troubleshooting Windows 7 Failure to Start including running the bootrec tool then the repairs again, if necessary rescuiing your files to run Factory Recovery or get the superior Clean Reinstall.

Mark the volume "new volume" (located just before D) ACTIVE. The run startup repair 3 times (after attaching problem disk).
