unticked all permissions,can not access hard drive

An external drive? Or a data partition on internal disk? Or system partition with win7?

Did you change permissions on root of that partition?

Well that was a bit silly :P.

Best thing you can do is a system restore to the day before you done this and you should be off again :).

system restore only restores dll, exe, registry and so on. Not permissions!

It does rollback registry to some point in time and registry keys permissions. But that's a totally different issue
