I have 7GB of ram and right now it says 5.75GB usable, could the rest of it be taken for other programs or for startup?

That's better then what I see here with 4gb and 1.47gb used! With 7gb on there you are seeing 1.25gb suggesting IE is using the largest amount of ram there. Now that I closed WL Messenger out it dropped to 1.41gb used.
All this is provided you are looking in the taskmanger's perfomance and processes tabs.
It just dropped even further down to 1.39gb.
IE and Superfetch consume quite a bit of my RAM. IE because I have a dozen or more pages open. SuperFetch freely releases the RAM when I need it - of course, when I need it, I am nt usually browsing.
Your system is fine.
Another thing to know if you are coming from the 32bit Windows into the 64bit is that the 64bit Windows keeps more data stored in the active ram and less swapping out to the drive by way of the paging file for virtual memory there. That improves the efficiency not so much the performance however of how data is processed.

He's seeing the normal deductions for system processes, shared video memory if there's any onboard video, and the startups. When cutting down on the number of startups to only those needed that will help free up a little more. But anything over 4gb is an abundance to begin with.
