Windows 7: Windows will get stuck right before 'Welcome screen.' How to fix?

Good catch, Jacee.

Is that screenshot you posted of your Win7, as it depicts an illegal bootleg copy Windows 7 Ultimate RU?

You should clarify it quickly as there is zero tolerance here for piracy.

The image says Windows 7 Ultimate. What is the RU in the top left hand corner?
You mean this?

Another thing, the word 'Welcome' does not show up...just the background...and the leaves I was referring to are the ones to the right middle part of the screen...
Just a sample screenshot I assume

That was an example of what was showing up in my screen. I took the picture from Google Images. I will try the procedures now and see which one works since I have access to my cousin's computer with me now. Thanks for your help everyone.

My computer came with Windows 7 Home Premium, it was just a sample of what it looked like. I'm sorry for the ambiguity of the picture.

If you'd tried everything then you'd know that Step 9 in Troubleshooting Windows 7 Failure to Start shows how to rescue your data.

Then you can run Toshiba HDD Recovery Utility or Toshiba Recovery Disks you made yourself, or instead get the superior Clean Reinstall - Factory OEM Windows 7.
I downloaded the Bootable CD but it doesn't work...how do I make it to the partition wizard? And how will I be able to rescue the data? Do I put everything on a CD or a flash drive?

Jonathan, to rescue your data if you can't boot the Win7 installer DVD/flash Stick or System Repair Disk
to Copy & Paste - in Windows Recovery Console:

I'd download Hiren’s BootCD 15.1 and burn to CD by rightclicking the ISO file, to Burn or Open with Windows Image Burner. Boot Hirens, enter XP to copy out your data to external drive, DVD or flash stick.

Then from Hiren's you can also test your HD, RAM, use Partition Wizard to follow the steps in tutorial to try to start Win7, or as a last resort from PW Disk tab Quick Wipe the HD. This will force the Win7 installer for your version to boot itself to Clean Reinstall - Factory OEM Windows 7.

Where are you located in Florida? I am in Ft. Lauderdale right now and maybe could help you do this.

I'm in Port Saint Lucie, Florida...an hour and a half away from you. I will be in Miami on Saturday, by the way.

I was able to boot the partition wizard, and I'm able to access everything I had on my computer but how do I rescue the data itself? I don't see any options regarding that. Please help.

I was able to rescue all the data and transfer it to a flash drive. Thanks a lot, you're the best. I used the Hiren's CD to transfer everything, by the way.

So what do you plan to do now? You can boot Hirens to try some of the repairs I mentioned earlier and are also listed in Troubleshooting Windows 7 Failure to Start,

Or you can boot into the installer to Clean Reinstall - Factory OEM Windows 7 , deleting all partitions during install.

If the Win7 installer for your version provided in Step 1 will not boot, you can boot Hirens' Partition Wizard to Quick wipe the HD from Disk tab, which will force the Win7 installer to boot itself to reinstall. If you're still infected I'd wipe the HD first before reinstall.

I saved all the information I needed and I do not care about all the programs, applications, etc. that I had installed. For me, family pictures and videos were the most important thing from the beginning. Since you know that I do not care about losing the rest of the files, do you suggest a clean reinstall or the procedure with Hirens?
