Monitor with black screen and mouse pointer? Just this one;others work

The offending monitor is plugged in using an HDMI cable and will work in safe mode but will be stuck on the black screen and mouse pointer otherwise. The monitor is an HP w2207h, and I've already tried installing new drivers.

I've tried using VGA and that won't even show up. Do I need to get another HDMI if I'm going to use this monitor (assuming you're able to help me get it working by itself) as a second screen?

I've tried it with my laptop and it works. It appears to be a driver issue with my desktop or something like that, but I'm dumbfounded.

When I boot into safe mode on the offending monitor and go into screen resolution, the monitor has no name.

I also recently had to run system restore in safe mode on my desktop for an unrelated issue (my user account lost administrative privileges and I couldn't get them back. I don't think malware had anything to do with it, but what do I know).

In the screen resolution window, does windows see the other monitor? Have you tried the detecting tab? On the monitor itself, have you tried using the menu tabs/buttons for any results?

I've only tried plugging them in at the same time with the HDMI in the old monitor and the VGA in the HP. With the VGA, nothing shows up. With the HDMI plugged into the HP, I can boot into safe mode and see the resolution settings, but the HP is unlabeled. Also, there is no monitors listed in device manager.

For some reason I can't find any extra HDMI cables around the house. I'll buy some cheap ones later.
