Unchecking the Use drop shadows for icon labels on the desktopVisual Effects option will remove the desktop icon text shadow.

right-click on the desktop and select Personalize. Click Window Color at the bottom of the screen and then Advanced appearance settings. on the next screen. Select Icon from the Item dropdown and pick a font/color you like When you click the Apply button, the caption under the icons on your desktop should now be rendered in the font/color you picked.

You can only change the desktop icon text with a 3rd party program.
I am using Iconoid - Hide and show desktop icons, maketransparent backgrounds it's free, I have had trouble with the disabling the drop shadow not wanting to stay disabled so I used this Desktop Icon Toy - Save Desktop Icon Position, Lock Desktop Icon (not free used trial) for a few days and then went to Iconoid and it say disabled.

You cannot change the desktop icon font color without a 3rd party program. "Iconid", as suggested by Bongo, is a good choice.
