Windows 7 free upgrade for vista users

So my brother got a new vista laptop recently and it came with a paper saying he can upgrade to Windows 7 for free.
So i go on HP's site (he got a pavilion), and i come across the page where i place my order. But then i find this:

It says it costs 30 euros! I thought it was meant to be free!? 30 euros isnt much anyway but thats not the problem, my problem is also that i cant pay online becuase i dont have paypal or a credit card!

Isnt it meant to be free? Or is that the shipping cost?

It may be the shipping to EU.

Even for US it's gonna cost about $10 for shipping.

Ask HP for the serial number and download link. That's probably the only free way of getting it.

But then again HP might just be being ******* and making you pay for it. I know it's up to the manufacturer to decide if you can get the free upgrade or not.

The upgrade itself is supposedly free.

Many places in the U.S. are charging $10 shipping and handling though.

I'd imagine that $30 is what they're charging to ship overseas. Wouldn't be surprised if there's some European import tax included in that as well.

They already have them "overseas" - the same as they have stocks of their machines - they come from the far East anyway.

They charge Europeans more because they can.

You should have known nothing is ever really "free" it still costs them money to mail out a disc...Shipping charges should have been in the back of your mind from day one.

Acer's 7-Up for a desktop is free all the way.

Does anyone know if these can be used on another machine if User decides he doesn't want Win7?

Roomie had me take his RC off cuz he couldn't play his 1701AD game in full screen with 7. Now he likes Vista.

    Shipping/serivce fees

Either PC Magazine or PC World, I can't recall which one, recently ran an article addressing this specific topic. It's true, they're not charging for the software, but are charge either shipping and/or service charges. So while you're getting the software free, other charges apply . . .
