FWIW: Our local user group has had a program of providing comuters to disadvantaged and non-profits for quite a few years. It is called Project Re-boot.
CPCUG Project Reboot Computer Recycling
They get lots of local press and are a qualified Microsoft refurbisher which gives them the authority to provide the OS at a really cheap rate. I believe that the computers end up costing around $10-20 each with all the peripherals that the non-profit or poor people need.
Good dedicated group of volunteers.

Yes I only wish we had something similar near where I liver - out in the sticks a bit and I got my little stock of "spares" for th local council recycle centre that has been a life saver at times.
I am just amazed at what people just throw out. My tester although it has DDR2 does have a Q9650 core with a SSD on board runs like a charm. I also got a perfectly good XP machine from the same person and it would have been a dreadful waste to just dump it.
I was saying to my US mate the other day it is obscene that copper is commanding such a high price for the ore when we throw absolutely thousands of tons of it away each day in all sorts of electrical devices - for example the amount of copper in the windings of a fridge motor is just such a ridiculous waste.
