Black screen saying "setup is starting services"

It just happened out of the blue. I just got the computer in november. Please someone help me. I cant reboot it wont go passed this screen. It dont have a cd rom or anything like that

Work through these steps for Troubleshooting Windows 7 Failure to Start
which provides the Win7 DVD for your licensed version in Step 5. Boot it to run Startup Repair repeatedly, then if it doesn't offer to run it try System Restore from the options list.

It is an odd screen to get if you're not installing, but perhaps the PC didn't set up Windows correctly. But if it won't repair and Factory Recovery won't run (after rescuiing your files as given in tutorial) then you'd be better of anyway doing the superior Clean Reinstall - Factory OEM Windows 7 following the steps to get and keep a perfect install.
