Cannot repair member file [l:32{16}]"Amd64\CNBFUS.DLL"

Good morning everyone. I have a computer at work that my boss is using for autocad designs and it's been giving him problems for a while. He believes it's a problem with motherboard and wants me to replace it. I am not so sure it is a problem with the mother board in the first place. When he shuts down the pc it performs a loop-restart few times before it boots up into windows. I had updated all my drivers, performed full antivirus scan and nothing showed. I had performed elevated chkdsk command and everything is perfect. I had also performed a elevated sfc /scannow and got a response stating windows resource manager was unable to fix the problems, I had restarted the computer and performed same operation few times to ensure it could not fix it. I am out of options and I do not want to replace his motherboard considering I would have to reload all his engineering programs he uses such as mathcad autocad inventor programs that cost a lot and is a real pain in the you know what when you are transferring licenses (new motherboard is considered a significant upgrade that will change bios version, I spoke with several technical members). Computer he is running was build by his son-in-law. Here are the specs:

I had noticed that upon going through POST windows states:
Verifying DMI Pool Data

and after that it reboots three times before actually booting up into windows. Also noticed that the computer is extremely slow opening up programs.

We have not replaced any hardware on the machine since it was built. We had a power outage few weeks ago. Would any of the suggestions you had given me jeopardize any of the programs installed on the computer from running properly? One more thing I would like to mention. During POST last command that is listed on the screen is "Recovering DRAM size..." which reboots the computer three times and on fourth reboot it boots up to WIN7.
