Windows 7: Error- Access is Denied

Error- Access is Denied

I hope someone out there can help,as this is my last resort.

Whenever I am attempting to install anything that I have downloaded, I receive this error message. "Error-Access is Denied" // (no error number)

I have scoured the internet, and have tried everything that is out there. Turning off UAC, Running as (and from) administrator, taking ownership of a lot of different files/folders, turning off any/all firewalls, enabled the hidden administrator account and tried from there, as well as running CHKDSK and SFC with no problems found. I have restored to my earliest restore point as well, unfortunately it must not be early enough.

I hope someone can help me, my last option of reinstalling Windows 7 would be difficult, as I have lost my disc.

What browser are you using? Have you try testing with a different browser? When you save the file (if you do decide to save the file) where do you save it to. Is there anything else in the system that is not working properly? I doubt this is the core problem.

What sites have you attempted to download files from? At the moment with limited information I can think of two things, either some services where disabled by malware or your connection is unstable resulting in corrupted downloaded files.

Have you mess around with system services, I seen a lot of people do this in order to supposedly "gain performance".

Can you test your internet connection ?

Thanks again for the quick replies. I bet it does have something to do with the Services. I had found, and gotten rid of some malware a while back using Malwarebytes.

The problem persists no matter where I download a file to, or no matter which browser I use. There are no other problems with the computer at all. Internet connection is fine (I believe) (Ping 23ms, D/l speed - 31.08 Mbps). I actually was able to download a game from Steam, and was able to play that fine.


Is there some way to return the services to a default list?

Unfortunately I do not know maybe someone else can help with bring them back to default values. However malicious software tend to make changes or sometimes even remove a services(real pain getting them back).

Anyways please press windows key + r
type services.msc
Click on Action > Export > and post it. I will take a quick glance to check if there is anything that is obvious. Please do not make any changes unless you know exactly what it does please ask questions before making changes.

Hmmm this appears basically unreadable (to me at least), but the other file when uploaded said it was invalid. Perhaps a different way besides export list would be better?

I looked for key services that are related to software installations but in all honesty I do not know enough about services, or dependencies of many services.
What have you scanned your computer with? When was the last time you did scan your system.

Is it possible for you to do hardware test? More specifically a Hard Drive test.
Can you please post more details about your computer model/series. Or what HDD is in many manufacturers have their own tools for hard drive hardware diagnostics.

I looked through the Services link and didn't notice any that were off. I have some that weren't on there, but I assume that is expected.

I put the computer together myself so there isn't a make or model number besides what I have listed in my specs. The Hard Drive is a Samsung Spinpoint F3. I have run CHKDSK which didn't show anything wrong. Unfortunately I can't download Samsung's (or Seagate's) personal disk checker, as that falls into my problem.

I have had the computer with no problems for about two years until this problem came up a few weeks ago.

I run Malwarebytes and Microsoft security essentials at least once a week (including just a moment ago), and haven't had anything turn up recently.

I'm running Windows 7 x64 bit and over the last couple of days every 15-20 minutes I get an Error 5:access denied message for visual basic command line compiler. how do i fix this problem? i'm not really good with computers so the easiest way of doing this would be much appreciated.
