programs not opening in unless in safe mode

my computer was working slowly so i tried restarting it and now unless in safe mode nothing will launch. How would i fix it and what is the problem. I tried restoring it and that didn't help.

Nothing opens, it responds to me clicking it and my mouse has the little loading thing but in less than a second it diapers and nothing happens. I ran a virus scan In safe mode with networking and there want any risk present.
