Open/Save as doesnt work. Window flashes then nothing happens.

I have a major problem which is just driving me nuts. Whenever i try to either Open a file or save a file, the dialogue box doesnt come up. Same thing happens if i want to upload a file to my email or to facebook. Ive tried to run sfc/scannow in CMD as an admin and that didnt fix it. Ive also tried using the Startup Repair with a Windows disc and still no result. If you know someone who might have knowledge with this problem, then tell em to either contact me or give me their name.
    Thank you alot

You might give "FileBox Extender" a try
FileBox enhances Windows by adding several advanced functions to the standard Open File and Save File dialog boxes. (Note that if a program uses its own "private" dialog boxes for these functions, you won't see our FileBox buttons, sorry.)

How does it behave if you boot to Safe Mode with Networking? If it works there then most likely cause is something starting at boot time that is interfering with the open/save dialog.

See here: How to perform a clean boot to troubleshoot a problem in Windows Vista, Windows 7, or Windows 8

Also, are you running as the Admininistrator? If you are, have you set your Group Policies Permissions?
