Help! "Windows Security Center service can't be started"

I am not very tech savvy at all so please keep this in mind!!

Over the last week I have had trouble with my laptop, it won't open certain programs, mainly my Panda Security anti virus software, aswell as google chrome. Internet explorer is having major issues and keeps having to refresh web pages due to internet explorer not responding. Windows won't let me search for updates and I have an "important message" which is requesting me to turn on my windows security center service which when I try to do it always fails and says it can't be started.

I have windows 7 home premiuim 64-bit, whatever that means?!

Really have no idea how to get this fixed, and seeing though I can't even access my security software to scan for viruses I have no idea what to do. I have looked at threads on here with similar problems and have tried to click on links to run a free scan via norton virus software etc and the webpages never load, it as though I don't have an internet connection, even though I do. The same happens when I typed my problem into google, any microsoft web page i tried to access just wouldn't load up, but I have found this forum so hoping someone can help.

Though I don't have much idea, but go to Start, type "services.msc", hit enter, search for "Remote Procedure Call (RPC)" and "Windows Management Instrumention" services, double click these and make sure startup type is set to "automatic" and are started. Once these are started, double click "Security center" make sure it is set to "automatic". Now restart your system and see if all that helps.

Sounds to me like you have a malware infection. Do this , click on this link and follow the instructions.

Windows Defender Offline

If you can't do that, can you boot in safe mode and run your anti-virus from there? Or restore to an earlier point?

After a bit of wondering, I think it IS an infection. Cleaning it up would be too difficult, better do a clean Windows re-install.

I think a reinstallation is a little drastic at this point. It may come to that but at this point try the other remedies suggested.

In addition to the WDO offline run from boot DVD or stick, I'd run a full scan with Malwarebytes, then after disinfection run SFC /SCANNOW Command if necessary SFC /SCANNOW Run in Command Prompt at Boot from DVD or System Repair Disc - Create which I'd make now in case you lose ability to boot.

Then work through the other Troubleshooting Steps for Windows 7.

All these settings were already set to that so it made no difference. Thanks anyway

Am going to try this now.
It won't let me restore to an earlier point as my anti virus software is stopping it but I can't open my anti virus software programme to allow it, catch 22!
How do you re-boot in safe mode?

To do the WDO am I right in thinking that I need to download this from another computer then run it on mine? I'm not going to have access to another computer for a while other than my boss's one which probably has more virus's than mine, plus its windows 98 or something ridiculous! Is there anywhere I can buy a CD with it on? Thanks
