Computer standby - Mouse jerk/freeze/noClick and failure CTRL-ALT-DEL

I have noticed recently that almost everyday when I take my computer off sleep or standby*.
*I turn on my monitors and move the mouse to take it off standby.

My computer mouse moves about the screen in mini freezes and jerks. I would move it around and it seems to jump roughly an inch every second. It does not listen to any clicks, if sound was playing it will freeze and loop(Almost like the BSOD sound)
I would attempt to CTRL-ALT-DEL but I will get the "Preparing Security Options" loading.

I formatted my system, windows, drivers, and software was all reinstalled.

BIOS version is F12 for my GA-Z68X-UD3H-B3
All windows updates are up to date and installed.
314.07 for GTX 570
My ram was recently replaced and upgraded.(I had one bad stick)
I am over-clocked to Level 3 4.58 GHz.(Issue occurred before over clocking)
Monitoring with PCMeter and gadgets, no overheating or odd spikes in both CPU and GPU.
My software is simply Steam and Teamspeak. No extra useless programs.

What could be causing this problem? Hardware?
