Run a full scan with Malwarebytes and SUPERAntiSpyware - Downloads .

Establish a Clean boot and work through the other Troubleshooting Steps for Windows 7

Unhide hidden files in Control Panel>Folder Options>View to browse to the AppData file causing the problem. If its an installed Program, Uninstall it first.

Yes, those two are related. And they appear at the same time.

Yes, those two are related. And they appear at the same time.
Then the obvious answer is that you possibly have some form of malware. What options for removing the malware does Avast present? Have you tried that?

Runned full scan with avast = nothing, Malwarebytes = found couple of viruses, removed them, still same thing.

Since you have 32 bit run Avast Boot time full scan which gets deepest.

You can also download and burn to CD or write to bootable flash stick Windows Defender Offline
