Windows 7: Laptop isn't getting to the desktop screen

I've come up with an assumption that It might not be the motherboard of my laptop that's malfunctioning but my hard drive itself. Why do I think it's my hard drive? I first tested my laptop and I had symptons of the BSOD but when I've tried on those old computer with Windows XP Professional. I also had the same error except for the symptons of the BSOD. Therefore I assume it's my hard drive that's having issue.
4/12/2013 - I have reformatted my laptop hard drive by using those USB connectors like the 250 GB Seagate external hard drive cords. Plugged the USB into a computer and reformatted it at the My Computer screen. Now how do I do a clean install onto the laptop hard drive with the USB cord?

Resetting the CMOS by any method will not remove a Dell BIOS password which is stored on a separate chip on the mobo in laptops for extra security against theft.

The only method which we can discuss here is to call Dell and have them help you.

Why don't you know your BIOS password?

It's preset by Dell to lock the user out of the BIOS so OP doesn't know the pass. And I agree the best course of action now is to contact Dell.

Most BIOS passwords are used to lock up company property against spying and thieves.
