I'm using resolutuion of only 1680x1050,whole time.When I installed Windows I got 1920x1080 but I switched to lower cuz fonts were too small.What resolution are you using on your monitor?
I suspect you are pushing over the limitations of that 512meg video card, much faster sends to it, and it's not cutting it on the higher resolutions, otherwise known as a bottleneck, might be of lower tier PCI-Express versions which if it's a 1.x, that's a performance hit on a new motherboard that is most likely a 2.0+, sorry I was just going to say limitations, and avoid getting too techie.
I would probably go for a new card, depending entirely on budget and that 650w PSU is hopefully adequate for say a Radeon 7770 and some better probably, and you will be SO HAPPY with the huge improvements.
I just read an old article though that made me think twice about the requirements, as far as amount of RAM, but I still judge that 4650 as too weak for today, and why cripple your good new system with it.

About $120 USD for a typical 7770 seems to be the going rate.
