What is IExpress and what is it for?

One day I was going to browse the Internet. I typed 'Iexp' in the start menu search box, hoping to find 'iexplore' the internet explorer. But beside the item 'iexplore' in the search results there is also sumthing named 'iexpress' there. Because I'm curious I opened it but I don't understand on how to use it. It shows sumthing like 'welcome to Iexpress wizard' that I none understand it at all. Since I find it on my new laptop I remember that I never installed iexpress or anything like that. The laptop vendor also didnt told me that he has installed any third-party program on my laptop. So, my question is : What is iexpress? What is it for? And, Where did it came from? (since I'm sure i didnt installed it myself). Any help would be welcome because I never felt REALLY curious like this time. . . .
