I have a issue where the recycle bin often takes a long time to open. Sometimes as long a 15-20 seconds. W7 pro, 64 bit with 8 GB ram. It doesn't always do this but my W7 pc at work opens immediately and is a much older pc with lesser specs.

You might double check to see if you have Windows set to turn off idle hard drives after X amount of minutes. If you do, then it could take a few moments for the Recycle Bin to open while it waits for the HDD(s) to spin back up.
If you do, then turn this feature off to see if it still happens afterwards.

I always set to never, but i suppose that could be the issue anyways because my storage drives DO take a while to spin up after sitting unused for a time and i may have not set those to never. I'm positive my C drive is set to never tho, so if there aren't separate settings for each drive than thats not it. This never happened on XP and i had the same drive setup. But I'll check, thanks.
Your recycle bin maybe corrupted, try this:-
Recycle Bin Corrupted - Cannot Delete File or Folder
IMPORTANT: The following procedure permanently deletes all files and folders which are already in the Recycle Bin (from all user accounts in the system) and cannot be recovered.
1. Open an elevated Command Prompt by clicking Start > All Programs > Accessories, right-click Command Prompt, and select Run as administrator.
2. Type the following command rd /s /q C:\$Recycle.bin and press Enter:
This clears out the $Recycle.bin folder for C:\ drive. You may have to do this for each hard disk partition in your system, by changing C to the drive letter of the other drive.
3. Type exit to close the Command Prompt window.
