Windows 7: There is a folder named by 'Downloads' creating inside the 'public doc

Several users have tried to tell you that it is "Normal" to "Have" this folder as Ztrucker stated in the beginning of this thread. Windows "Will" and "Does" Recreate "Missing" folders as part of the "Login" Process. Search Microsoft for Folders recreating during login and you will see.

But if folders were as part of the "Login" Process, so could you let me know what exactly a program or task of Windows creates this folder.
I really have never seen such folder while using Windows 7 since a long period of time .
However, I have recently been seeing such the folder 'downloads' inside 'public\public documents'

Whenever delete it, it was recreated with 'login' porcess.
