"Unspecified Error" from Explorer.exe when I click Personalize

Hi
When I right click on the desktop and click Personalize, I get an "Unspecified error" from explorer.exe.

I think am having the same problem as

I tried the sfc but it found no errors. And no, Personalize is not showing in the Control Panel.

There was an article on the Micorsoft site that said you get this error if you have disabled Personalize from Control Panel. I haven't done that. Just to be sure I went to gpedit.msc > User Configuration > Administrative Templates > Control Panel and disabled "Show only specified Control Panel items"
Still the problem persists.

I think the problem might have started due to CCleaner, as mentioned in the linked thread. Can't be sure though, just guessing.

Any help will be appreciated.

If this problem has only just arisen perhaps trying a System Restore might be a good first option! Do you know how to do that?

I tried System Restore today to the oldest restore point but still getting the same problem, so problem is probably old, just detected late.
I do not have a Windows DVD... the laptop came with Home Basic and I used the Anytime Upgrade to make it Win7 Professional. If I try the emergency repair option at boot time, what will happen? Alternatively, if I get a win7 ISO and then use my Professional key to do the Repair Install, what will happen? Will my installed programs be affected? I can live without the Personalize option, don't really want to mess up the installed programs.

I found a workaround, following the instructions in
Windows 7 GodMode? Not really
to create a shortcut to the personalize menu.

Basically you create a folder on desktop and rename it
Personalize.{ED834ED6-4B5A-4bfe-8F11-A626DCB6A921}
