[Advanced] Flashing "Close" button and windows

    So, first problem is :
    1) Device Manager > Double click on any hardware, to open its "Properties" > Move the cursor over the "Close" button of the properties dialog, the "Close" button will kept flashing...
    2) Computer Management > Services and Applications > Services > Double click on any service, to open its "Properties" > Move the cursor over the "Close" button also.
Looks like sh** with windows, who has only one button "close". As i googled, this problem exists since windows vista and STILL haven't been fixed, wondering if ms fired all their programers and ballmer is "programming" all the job alone Maybe there is some kind of tweak to fix it ?

And another problem : sometimes, when i open file explorer, the window just starts blinking with active/unactive states until i minimize and restore it using taskbar or do something like that, but during blinking all three buttons (minimize, maximize, close) doesnt work. An any fix for that ?

I knew both problems for many years, i saw it on many different computers, all installations were full(no os upgrades) with latest drivers and updates for that time, but now i decided to try my luck.

P.S. Flag [Advanced] in title means plz no noobie advices like "update drivers", "check for viruses", "system restore" and so on, keep it for yourself, i'm advanced windows user, so waiting for answers like "fix : " or "impossible, f*** lazy m$" :)

Hi Mamania, welcome to the Seven Forums.

I have some difficulties to understand your issue. Both device properties and service properties dialogs have a normal close button, red square with a white X. The background red is darker when no mouse over, and lighter when hovering mouse over. No blinking. Tested just now with two physical and two virtual Windows 7 systems. no issues there.

Searching "Blinking or flashing close button Device Manager" reveals nothing current, only one funny coincidence: You seem to have copy & pasted your issue from a TechNet post a few years back, complete with typos. Seems that this is not as big and known issue as you think. It is quite clearly an issue in your Windows setup, something is trying to steal focus, this conclusion is supported also by your other problem, an Explorer window changing status between active and unactive.

System File Checker is a good start, run with SCANNOW switch as told in this tutorial: SFC /SCANNOW Command - System File Checker

Yes, i copied some text from that forum, as i was googling for my problems and found good and short explanation.
Well, i found video about close button bug : Windows 7 b7048 / Windows Vista: device manager close button bug - YouTube ,video lags, because button flashes much faster in reality, but you can clearly see, how close button starts flashing, when user moves mouse over close button.
About blinking windows, i dont know what can be trying to steal focus, as there is nothing else running on my pc, just booting pc and running experiment "open window - close window", and sometimes window starts blinking.
I really dont think that System File Checker can do anything, as i had those problems on all my computers, windows 7 was installed/reinstalled like 100 times, and everytime i had those bugs, how possible is that ms hates me so much ? :)

Edit : I thought, that intel graphics could be the problem, as intel drivers s.u.cks, but just checked friends laptop with only nvidia graphics card, and it has the same problem too.

I have never seen a Windows 7 PC with flashing close button. Quite obviously the issue is in your Windows setup, something is trying to steal focus.

I get the same using the above, how must time do you spend looking at those properties and hovering over the close button?
If you just click the close button without hovering it will not blink or use the OK or Cancel button.

I'm another lucky *******, because I don't have that problem either unless I hover over the Red X when their is another option like (ok) or (close) (apply). If their is no other option other than the Red X their is no flashing. I always thought it was Windows way of telling me to choose one of the other options. The Red X works whether it flashes or not.
    I don't consider it a problem; it's just what Windows 7 does.
