Have to restart my computer 7 or 8 times before programs work

I turn my computer on, put my password in and i'm presented with my desktop.

Everything looks like it has loaded as normal but when I double-click on an application that is 'pinned' to the toolbar or a shortcut on the desktop, nothing happens.

For example, when I click Google Chrome in the toolbar a box appears around it as if it is about to open but then nothing happens and the box around it fades away.

The start menu will show when the windows icon is clicked but again, if I select any application from the menu, nothing happens.

I'm able to Ctrl+Alt+Del and then restart which starts the cycle over.

On around the seventh or eighth time the applications will actually load and the computer will be fine for the rest of the day.

The computer is around 8 months old with Windows 7 Home premium installed.

Intel Core i7-3770 @ 3.40GHz
8GB RAM

Does anyone have any suggestions on what I can do to fix this?

I'd follow the same steps to get a perfect Clean Reinstall - Factory OEM Windows 7which assure you'll get and keep a perfect install as long as you stick with the tools and methods given.

Mouse some times does not work when I boot my computer
