I see you have TuneUp Utilities in your screen print.
Utilities such as this often cause more problems than they fix...

How long have you been using Tuneup Utilities?
As far as I know, there is no way of knowing for sure what changes these types of programs make.
If you recently installed it, you might have a Restore Point from before installing it that you could use.
I don't know it has anything to do with the issue you see, but who knows....

You could try using a different theme to see if that makes a difference.

Here is a tutorial to fix gadgets you could try.
Gadgets not Displaying Correctly in Windows 7 - Fix

    Just guessing here...

David's point is that Win7 needs no tweaking or tuning up with suites like Tune Up utilities. It is a feather light OS to begin with and those tools will only damage it because they are not needed.

If you do not have a Restore Point before you ruined your Win7 with unnecessary tweaking programs that are not needed, then I suggest you follow these steps to get and keep a perfect Clean Reinstall - Factory OEM Windows 7. Everything you need to maintain Win7 is also given, and the steps are the same for retail.
