Laptop not shutting off & fan issue

We have a Asus K52Jc running Windows 7 Home Premium x64.
I started getting complaints that the laptop would randomly shut down. I took a look at it and found that the fan was seized and not cooling down the laptop. I ordered in a new fan and replaced it. The new fan works wonderfully, the only issue is that is seems to run full blast almost the entire time. (I installed speedfan and it says that the fan is running at about 5300 RPM) This starts with the little Windows flag when the operating system boots up and continues this way the entire time. I checked the task manager and not much is running, CPU usage is very normal..nothing high. Also the temperatures reported are low as well. The heat-sink was cleaned when I replaced the fan, so this is not the problem either.

Another issue I noticed after replacing the fan is that the laptop does not power off completely when Windows is shutdown. If I press the shutdown button on the start menu, it goes through the motions of shutting down, yet the fan keeps turning and the activity indicator buttons keep blinking. The only way to turn everything off right now is to press the button in for a few seconds until everything shuts off. Pressing restart works fine though.
-I ran windows updates and installed the updates.
-updated the BIOS to the latest version
-booted up in safe mode and then shut down from there (no difference)

Have you tried opening into safe mode and running a deep AV and Malware scan?

    computer is clean

I went into safe mode and ran a full system scan with Malwarebytes which did not turn anything up. I also scanned with Microsoft Security Essentials which also did not find anything.

Also I have run a system file check as well a check-disk, neither of which have made a difference.

Steve, I'm not getting a good feeling for this issue. How old is the lappy and is there any warranty left?
I would almost want to suggest a complete back up and then a clean install of the OS and drivers to start from new, lots of work and if that doesn't help then it almost directly points to the mobo.....imho.

The laptop is from June 2010, and out of warranty after 1 year...

Yikes, I hope others here might have idea's for you to try. Otherwise as mentioned back up all data and do a clean install and keep your fingers crossed that fixes things.
Maybe worth a call to ASUS tech support for any ideas they may have? Remember: "Kill em with kindness" !

    I think I got it.
Thanks for all the help first of all :)
I ended up taking the entire laptop apart and removing the CMOS battery for a few minutes. I put it back in again and put the laptop together again.
This seems to have fixed the problem with the fan. The RPM now change with the amount of heat being generated...much quieter than it was before.
Also when I shut Windows down, the laptop itself also powers off now as well..lights, fans, etc.
I would say that this issue is now resolved.

Great and likely all you did was reset the bios to it's defaul settings which can be done in the bios on most machines !
    Good job !
