Windows 7: Renaming Images Decreases Thumbnail Quality (Orignally created in XP)

Renaming Images Decreases Thumbnail Quality (Orignally created in XP)

Is their a difference between thumbnail preview quality between Windows XP & Windows 7 as when I've come to rename images that I've created whilst using XP I notice the thumbnail preview decrease or at least I hope it's the thumbnail preview and not the actual image it self.

The images are PNG so a lossless format and should not decrease regardless of the changes made but I suspect it's due to the quality preset in Windows 7 differing from Windows XP so how can I increase windows 7 thumbnail preview/display to display higher quality and will it take immediate effect or only on newly created or altered images like I'm experiencing now ?
