Odd Issues: Explorer taking 70k, Chrome not loading pages, system hangs

i dont know where exactly to put this since it spans such a massive amount of software and hardware anyways:

I have a Dell Inspiron M1050 with an AMD Triple Core (2.3 Ghz) and an ATI Radeon 4250 HD Integrated.
4 Gb RAM
500Gb HDD
Windows 7 Home Premium x64 (obviously)

so, ive had this laptop for over 3 years, i know its past the expiration date. anyways about 3 months ago it started getting the .wav explorer hang issue, where windows 7 tries to read .wav data and cannot support it therefor causing explorer to freeze. this was annoying but i fixed it by editing the Registry so it no longer is allowed to read .wav information.

After doing above however i realized that it was time for my annual Format and Reinstall. i completed that, updated everything, i have my 6 programs i actually keep on the computer and for some reason its incredibly slow. when i go to My Computer it will hang for a sec before loading drive info, and when i click to enter the drive it will freeze every other time. other weird symptoms were the drive pictures, in the left hand side (images for my pictures, music, etc) did not load. programs are taking forever to run, they run poorly randomly. and the worst is that webpages, completely randomly, wont load. itll be stuck in a loading loop. i run google chrome, but it doesnt seem to be software related. i have 15ms ping, 15mb down, 2mb up. so not internet.

the computer says it still has 4gb of RAM. and my cores (according to my CPU Usage monitor) arent being overloaded except when im transferring files.

other weird issue: when going fullscreen in youtube videos the UI wont load. but they video will, so whatever is running the overlay for the video on my side is obvioulsy broken, could be why sites like facebook wont load.

this laptop used to be super fast when it came to opening system menus, drives, etc. and would transfer quickly, but now its all gone to **** and i have no clue why

TL;DR: Computer is running slow, not loading drives, transferring slowly, explorer is running at high resources, webpages will get stuck in a loading loop. but still has RAM and fresh OS install.

How close did you come to the perfect install in Clean Reinstall - Factory OEM Windows 7?

If there is much variance I'd do it over, wiping the HD first with Diskpart Clean Command.

Pay particular attention to how drivers are handled in Windows 7 as it's not at all like XP.

Once you get a perfect install you can save a Windows 7 backup image as described in tutorial so you never have to reinstall again.

If problems persist here are Troubleshooting Steps for Windows 7
to go over your install. You can trace resource hogs with Troubleshooting with Process Monitor - TechNet Blogs

the new install is clean and all drivers are installed with no issues. could be the hard drive going out?

Perhaps your HDD is dying.

Have you tried running "Check Disk" and the manufacturer's HDD utility.

Drive access slow, long loading times in My Computer and high CPU usage when transferring files make me think of bad or absent storage or chipset drivers.

I cannot find your model on Dell website. Where you got your drivers from after the reinstall? This page of dell website helps you identify the product and get to the support page where dell-approved drivers are.

its totally Dell M5010 i just apparently have dyslexia.

i got my drivers form the dell website, but alot of the wouldnt install because they couldnt find any hardware associated with the driver. but that was for the various bluetooth (which i dont have) and an ethernet controller.

This is the not the correct way to handle drivers in Windows 7. You must have thought you were installing XP.

Drivers in Windows 7 are provided by the installer, and then quickly updated when you run all rounds of Important and Optional Windows Updates after enabling Automatically deliver drivers via Windows Update (Step 3).

Only after all Updates are installed with no more when you Check for Updates should one import any drivers still missing in Device Manager from the Dell Support Downloads webpage for you tag number.

Other tips here to get a perfect Clean Reinstall - Factory OEM Windows 7 based on what's worked best helping with tens of thousands of them since before Windows 7 was even released.

no, i knew i was installing windows 7. installing drivers manually isnt any worse than windows doing its own process, and i would rather install the WLAN manually so i dont have to run a cable from the router to my laptop. regardless, its set to replace drivers on my pc with better ones through windows update and there are no new updates for me so according to windows my drivers are fine.
