in ccleaner did you clean the registry? this usually helps for little bugs.

As a test, create a new administrator account and log in to it, then see how they behave in the new account to see if it's a system wide issue or just one in your original account.
I would have to reinstall all apps for the new user? Wouldn't be surprising if it was user account issue.
no, most apps should install in C:\Program files\ OR C:\Program Files x86\
all you would have to do is make new shortcuts to your desktop

Right click on FSS.exe select
Place a check mark next to the following options
- ⬜ Internet Services
- ⬜ Windows Firewall
- ⬜ System Restore
- ⬜ Security Center
- ⬜ Windows Update
- ⬜ Windows Defender
Press the Scan button
Farbar Service Scanner will create a log, called FSS.txt, on the Desktop. Upload the FSS.txt with your reply
