Can you drag a shortcut/icon on your desktop to a new location on the desktop?

Are you using your Logitec gaming mouse 400 when this happens?
If so, what happens if you disconnect that and try to use the laptop's pad?

Have you tired the old Right-click+Esc key?
Right-click on a file and hold the mouse button down.
While the the mouse is still pressed hit the Esc key.
    Is the functionality restored?

Right click + Esc works, but only for a few seconds

I am using Win 7 Pro on a new (2 months old) Lenovo desktop and a Logitech mouse and keyboard, both wireless. Abruptly about ten days ago, my mouse started working strangely when I drag and drop; acts like it can't "hold on to" items I want to move. This is especially noticeable in MS Outlook, and in a MS solitaire game. At first, I thought this was only the case in Outlook, with the issue in the game showing up a day or two later. I tried virus scans and Norton Power Eraser, but no issues were found. This evening, I tried the right click + Esc; this works, but after a few seconds, mouse is right back to misbehaving. This is very frustrating when one is working in Outlook, but also takes all the joy out of trying to play a game. Any ideas what might be causing this? Thank you for any help you may be able to provide!

Yoyo155 answer did the trick for me, on a windows 8.1 laptop.
Right-click on a file and hold the mouse button down.
While the the mouse is still pressed hit the Esc key.

The Escape key solution doesn't work for me. It has no effect on the drag and drop failure.

I also tried the microsoft suggestion (uninstall both keyboard and mouse drivers and reboot) - that had no effect either. I am thinking I will have to re-install windows 7 since I don't have a backup ready to drop in. Is there any other solution? This happened all of a sudden after a couple of years of using windows 7 - a big mystery. I have two mice, both used to work fine (Adesso keyboard mouse/ Kensington 4-button mouse), and both don't work.

One thing does work, though - I have an old win98 32-bit program (Thumbsplus) which is like explorer but it is designed to show photos and gifs, and it DOES still work with the copy, move and other "explorer-like" functions, so, I know it isn't in windows 7 inability to do copy or move.

    Help.
