    Perform a check disk:

    Use the steps below:
Open Computer by clicking the Start button, and then clicking Computer.
Right-click the drive that you want to check, and then click Properties.
Click the Tools tab, and then, under Error-checking, click Check now. If you're prompted for an administrator password or confirmation, type the password or provide confirmation.
To automatically repair problems with files and folders that the scan detects, select Automatically fix file system errors. Otherwise, the disk check will report problems but not fix them.
To perform a thorough check, select Scan for and attempt recovery of bad sectors. This scan attempts to find and repair physical errors on the drive itself, and it can take much longer to complete.
To check for both file errors and physical errors, select both Automatically fix file system errors and Scan for and attempt recovery of bad sectors.
    Click Start.

Depending on the size of your drive, this might take several minutes. For best results, don't use your computer for any other tasks while it is checking for errors.

    Update the .NET framework
Download and install the latest .NET Framework
Download Microsoft .NET Framework 3.5 Service Pack 1 from Official Microsoft Download Center

If still the error persists please provide us the error log:
Type eventvwr.msc /s in the address bar.
List any events that are listed as "Error" in the main window when you go to "Windows Logs" and "Application." There are often a lot of them. Send us whichever ones you see listed for the last couple days. (Please also do for the logs in "System"). When you do, provide us the name of the "Source" and whatever is listed in the description box below the list of logs when you click on one.

If it starTed happening recently, you can try system restore to a point before the problem.

You might better running system restore from the "Repair my computer" option , you should get to that by pressing F8 during POST.

Unfortunately you are in serious trouble. Can you do a System Restore from a previous Restore Point? I'm not sure this fixes WINSXS problems, but it might.

Another one worth trying (at this point you have nothing to lose) is doing a System Repair from the original Win7 boot DVD.

If these fail you will probably have to do a full system restore from a previous backup you know is good.

I've never been able to find any utility programs or other tools that address WINSXS issues; perhaps someone else here knows of something that might help.

FYI "Side-By-Side" refers to the c:\Windows\WINSXS folder which is where Windows stores copies of every DLL (and probably some other stuff) installed on your system. The concept behind WINSXS was to eliminate the old "DLL Hell" problem previous versions of Windows had when different programs used the same copy of a DLL file. This caused problems when a program got de-installed; if it deleted a shared DLL then other programs stopped working.

There are several problems with the WINSXS concept. You discovered one yourself. Another one is that the size of WINSXS gets larger and larger over time, and there is no way to clean it up. MS provides a limited cleanup for Windows Service Pack updates, but these address only those DLL's etc. that are replaced by the Service Pack.

i've already tried sysmtem restore after this error happens but the error keeps showing up after
i restored my previous restore point.

i might try system repair but i don't know how.

and before this error happens i remember i deleted
a shortcut icon of my Blackberry Desktop software
in the desktop because the icon of this program
was not the real icon, kinda bugs me so i deleted it.
then afterwards i feel that my computer beginning
to become laggy so i restrated it. after the starting up
window the computer begun checking the disk c:
of my computer. kinda long & it takes several minutes
to finish. while the computer checking the disk
it kinda deleting some error and it kinda bug me
because when i try to check the disk c: before
this issue showed it wasnt that too long or
it doesnt delete any error and after that
the checking of the disk is finish and it restarted
and the SXS config is incorrect error begun.

As I recall, you do a System Repair by booting from the Windows install DVD and picking the System Repair option on the first menu. Other options include Install Windows (this will give you a new, clean copy of Windows and make your current one inoperable, which is probably your last resort.) I think there are also options for Repair Boot Record (this won't help you) and maybe some other things as well.

"system restore did not complete successfully. your computer's systems files and setting were not changed."

an unspecified error occured during system restore. (0x800700b7)
