Then try going into Safe Mode and doing a system restore from there. I expect your anti virus softaware is stopping the restore and your a/v will not run in safe mode so you should be OK!

What do you mean. Did the System Restore in Safe mode not complete? What error message did you get?

i tried to do the system restore thing in safe mode but after it restarted
i go to start window normally then after that a message pops out saying
that the system restoring has been successful.

but the "SXS config is incorrect" keeps showing up when
i try to run an .exe file

You can try posting your problem here:

but I have little hope you will find a solution. If you don't have a full system backup which you can restore so your system goes back to a previous time when it worked OK you'll have to reinstall Windows, which means you'll have to reinstall all your software.
