Windows stalls at the welcome screen
Hello. I have tried startup repairs, I have tried booting in safe modes (it failed to boot safe modes) and running chkdsk + sfc commands via the disk I have. None of these have fixed the problem.

Startup repair just said that the root cause is a corrupt volume. Chkdsk doesn't seem to repair this.
I've managed to get into safe mode. What now?

What command did you use with the CHKDSK utility (i.e. /r /f)?
Can you upload the results of the test by following this tutorial?
the first thing i would do in safe mode is open msconfig, just click the start orb and type msconfig. Click the startup tab and uncheck startupp programs that you dont want to start up with your system, or you don't even know how they got there. Start uninstalling programs that you don't want, or need, or again, you have no idea how they got there, with IOBit Uninstaller from IOBit Toolbox. Click uninstall and do a "Powerful Scan" at the end, press select all and delete. run VipreRescue scanner and wait for that to finish. Then wait till anyone else has ideas before exiting out of safe mode, just in case you can't get back in :)
