Windows 7 logon screen animation (loading circle) isn't animating

Hello!
I'v a trouble with my logon screen. My PC accidentally got shut down and few system files were affected. I'v run startup repair and then windows starts normally.

But when "Starting Windows" , "Welcome" , "Logging out" or "Shutting down" texts appear, that little green loading (spinning) circle isn't animating. This is very annoying. It's animating for nothing even in windows updates.

How do i fix this issue without doing windows repair?

Immediate replies are highly appreciated.

Yes, I'v tried.. it was finished successfully, but loading circle is still not animating.
