There are still other steps to go over your install in Troubleshooting tutorial in my signature pic below.

However I would skip to the Clean Reinstall to go from a a problematic worst install one can have with all of the HP bloatware that interferes with Win7, to the best possible install. You will learn a lot and have a better install than anyone else you know. We are here to help you.

hmm, well, it detected TDSSKiller as harmful for some reason, and i think deleted some cookies, but that's all, nothing else.

computer is running better right now, and i just ran hitman pro last night and barely used computer so how did i get so many cookies?? so weird.. and if my diagnostic tools arent working i need to reinstall since they are shit.. and thanks so much for the help. im a computer literate kinda guy but this has been super annoying

clean install for sure.. i need to do something with thsi computer.. real quick question, i have a usb external hard drive can i use it, or should i go buy dvds first? will i need a license? how long of a time should i set aside?

First read over Clean Reinstall OEM including the Special Note for HP Owners at the end.

You should have a COA sticker with readable Product Key on the PC which youŽll use for the reinstall.

Make your HP Recovery media and/or a Win7 backup image of the HD so you can delete all partitions during the reinstall.

IŽll leave you guys alone now and check in again tomorrow to see what you decided.
