Cannot Display Files Before Sub-Folders in "My Pictures"

When scanning documents (and sometimes converting to PDFs) the programs puts the 'output file' in "My Pictures"(MP) but when I display MP, sub-folders contained in MP are 'listed' before files. Thus I have to scroll down to the end of the sub-folder list to get to the new file(or PDF). Suspect it's an easy setting that I can't find....for other folders (that contain sub-folders AND files) I can display the files before the list of sub-folders.
Does "My Pictures" by different rules?

Thank you ThrashZone ... unfortunately that tutorial didn't have what I'm looking for. The info it has is:
"This will show you how to change and organize the file and folder arrangements in a opened folder using Arrange by, Sort by, or Group by folder views in Windows 7."

I'm not looking to change/organize in an open folder ... but rather how to organize an document folder (My Pictures) AS it's opened.

The tutorial (How to Change a Folder Template in Windows 7) looked promising, but using the Customize PROPERTY didn't do what I wanted.

Sorry - forgot to add this:

The "Arrange" drop-down would seem to be what's needed but it only allows folders with My Pictures to be arranged.

What if you use Arrange by, Date Modified
    Sort by, Descending ?
I usually do it that way.
