Just a follow up to the various builds out there. I'm not sure of the accuracy of this report. :-
6933 will NOT be published, however the BETA will be released on the next major build, we've had 6933, and 7000 is the next you will hear of. The BETA. Microsoft says they want to delay the Windows 7 release so they can develop the new Windows Shell much further.
They have completed the Start Bar so far apparently, now they are going to apply more Special FX to AeroPeek, Flip3D, DirectX 11, .NET 4.0, XNA 4.0 (version number pushed farther to match .NET 4.0), MS says they want to push the versions up to the same version of Windows, so everything will match the Windows version number, they hope by Windows X, all software with higher build numbers will be re-created and have the version X, all software with lower build numbers will be pushed up to the date, ready for Windows X (X meaning ten (10)).
After Windows X, Microsoft said, either everything will be X1, X2, X3, etc in versions, or Windows will scrapped with a new idea, and name (depending on how far technology moves by the release). In could be six years before Windows X, but six years will soon go, or will there be a new idea in the spotlight? It's something we have to wait for to find out...
The new Shell and 6801 were both used to make a virtual 'Windows NT 6.1.6933', produced by pirates."

    Windows 7 Build 6933

"Although the PDC demonstrations were all done using Windows 7 Build 6933, the build distributed to developers was 6801. This is just to clarify for those who are looking for Build 6933 that there is no such build available to the public. It is highly unlikely that a Build 6933 leak will be online since it was never distributed. We’d all have to wait until mid-December for the first public beta. At that time, Microsoft should be distributing Build 6933, or even a newer build."

Has there been any word whether the newer build public beta will require a fresh installation or will it be available as updates?

    Fingers crossed on the update

As there has been no public release of the Beta as yet it will be a fresh install, (Requiring I presume a new Beta Key).
