    How can i fix this?

Ive searched the internet for the past 3 hours and tried everything, nothing works.

So everything i start my laptop after i log in i instantly get "dwm.exe error ...... missing uxtheme.dll"
I got this error after i tried setting up a guest account and tried taking away every privilege a guest account can have, i didnt want them going through ANY files since i have sensitive content on here that I DONT want to lose with a restore, plus i cant restore i dont have the cds. and i cant back up to anything because i cannpt find my external hard drive.

so ive tried replacing the .dll but i can only access anything in safe mode and it wont let me change the file.
yes ive tried starting task manager normally and i get the same error.
    any help?

Did yo manually delete the uxtheme.dll? If so, check the Recycle Bin and restore it. Alternatively a System Restore point may fix the issue.

It wasn't in my recycle bin, it wasn't found in recuva. It's still in system32 I just can't do anything with it.. And no I haven't ever made a restore point I tried that. And I tried starting from previous know working point, or whatever it's called, and that didn't work

Okay I take all that back I found an old restore point, my computer starts up. Now I cannot access /c or add it remove programs and programs don't open... When I plug in an iphone the mouse locks up...

Did you download the .dll from a third party? That's not advisable. Run SFC/Scannow and see if that resolves any of the issues.
