    If nothing works, I think your only choice is to do a clean install of Windows. Try running sfc /examine.
    SFC /SCANNOW Command - System File Checker
    After that, try restarting and see if the problem is solved. Please tell me what cmd shows while running the command.

    Decertilation Look at your post #8 and compare with mine.

    In my opinion you don't need all those things in Startup.

    If you check the Properties of a file that doesn't run, does it have the option to "Unblock" it at the bottom of the window?
