Hi, for a few weeks now I've noticed my GPU running at 100% and looking at top process monitor/task manager the culprit is timeserver.exe 32 and time-svc.exe, when it starts GPU will stay at 100% usage till i kill the processes, I've been to the time servers and swapped time server to no avail, starting to naff me off now, help well appreciated
i take it no 1 has any clue

I had this same problem a few months ago with TimeServer.exe (GTX 480 videocard was idling @ 77C), Here's how I fixed it:
Reboot into safe mode and delete the Time directory located in ProgramData\Microsoft\Windows\ , But before you delete it check the creation date of the directory / files and see if you can match it up with any programs in your add/remove programs list (Programs & Features in control panel).
The Time directory isn't a part of Windows and can be deleted safely, I haven't had any GPU throttling problems since then.
I just stumbled upon the same problem. I found the folder ProgramData\Microsoft\Windows\time, noticed that it was installed at august 16th and found the application on that date too. I just rebooted the PC in safe mode, zipped and removed the Time directory. The GPU is now running at 0% :).
Too clean things I also deleted the service running this: check tour services for the service time, check if that points to the removed directory. In that case, open a prompt and type: sc delete time
I did not remove the application yet, I first want to check if it is just something that came along in the installation.
I assume this is some sort of trojan, but none of my virus scanners (F-Secure, MalwareByte, Microsoft Defender) reported any issue on those files.

hi guys, a bit late on but got the problem again today via a game a downloaded and installed, my question IS, is this only an nvidia card problem as i cant seem to find any amd card user getting the same problem
I had this problem on a system running an AMD 7870 Ghz Edition card. But also on an Nvidia, it has nothing to do with the GPU I guess, except that it is looking for performance. It seems this program runs calculations using ones GPU, for crunching bitcoins for example. It is possible that it is just installing/running if the graphics card meets certain performance/hardware criteria.
