Windows 7: Inconsistant updates of .NET 4.0???

Inconsistant updates of .NET 4.0???

Hi, I have noticed after much experimentation with several PC's and checking other user's PC's that the number of security updates applied through windows updates to .NET 4.0 Client are extremely inconsistent. Some PC's have as little as 15 installed, some as much as 23, others vary. I also notice that if you uninstall .NET 4.0 completely (removing all updates at the same time) and reinstall .NET 4.0 you usually get a different number installed on the same machine. This bothers me a bit, most of these updates are security updates, why is Windows Update not consistent about applying them all? Reading the .NET 4.0 update descriptions they don't seem to apply to some specific feature other than .NET 4.0. Have I discovered a security vulnerability here or is this supposed to happen?
