Take a look at this article and see if you can reset the blank password restriction:
Using Windows Task Scheduler blank password

If your setting is "Disabled", change it to "Enabled" and see if that fixes the issue.

Best thing I can suggest mate is dump that program use Revo as it will dig stuff that the Control Panel uninstall sometimes misses and the do a system restore to before you put it on.

Download Revo Uninstaller Freeware - Free and Full Download - Uninstall software, remove programs, solve uninstall problems left hand listing keep going next until it is all gone any probs post back.

With the system restore if you only get very recent restore points go to the box in the pic and tick it it will reveal further back if necessary.

Restore is in Start > All programs > Accessories > System tools

    i guess it's
    Code:
    HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Control\Lsa
LimitBlankPasswordUse should be 1 by default?

The article I linked you to explains how to do this in Local Security Policy.
Did you try to reset this in Local Security Policy?

It looks like you are asking about making this change using Regedit.
    Why use Regedit for this?
