Windows stuck at blue welcome screen with no account options to click
So I own a Dell Inspiron 17R and when I start up windows it loads and at the blue welcome screen my accounts will not appear. I can move my cursor and the window 7 premium home logo is displayed. Occasionally it will go black screen but always pops back to the regular blue screen after a few seconds. It will also do this if I run in safe mode, safe mode with networking and safe mode with prompt. I have ran start up repair and it says everything is good. I have no system restore points either. Ran a windows memory Diagnostic and went and ran a full diagnostics check by hitting F12 at start up and both said everything was good. Is this fixable without losing all my pictures, videos and files? If not, I can back all of that up on an external hard drive using Dell datasafe restore and emergency backup right? My last issue is that if I DO have to resort to that,how do I restore windows? The only disc that came with my computer has drivers and ulitities. I never received anything else. Maybe its internal? Do I have to buy it? Thank you VERY much to whoever takes the time to read this and help me with this problem as I am at wits end and couldn't find a similar thread.
