menu send to seems dim

    I tried setup new win 8.1 but it seems that this error (bug) of M$.

    I tried setup win 8.1 pro retail download on server M$ by key retail >>>> menu send to >>> blur
    and tried again with win 8.1 pro VL from MSDN >>> blur


    I tried install driver from intel for HD4000 lasted >>>> blur
    i tried install driver from DELL (my laptop DELL inspiron audi A4 5420 - Dell supported driver win 8.1) >>> blur

    U don't see??? You can see attach img.

    1. dont move cursor >>>> blur (Please carefully review)
    2. move cursor >>>> normal

    All I see is a bit of artifacting with the icon. You could see if updating your video driver, or using a different version may help.
