Windows 7 "Window's is loading files.." Loop!

So I just got home today, turned my computer on and all I see is an infinite loop.
I use a Dell XPS 7100. I didn't install anything in the past month, this just came out of nowhere.
I did a little searching and found my only option is to system restore.
However it doesn't allow me to enter the F8 repair options, only F2 and F12.
I do however have my windows 7 OS disc. I tried calling Dell tech support and they're asking $129 to guide me through a system restore... Yeah, no.
If there's anything I can do please tell me, and if my only option is a system restore, please link me to a proper guide that includes using the operating disc.

Try a system restore from the booted dvd/usb. If you end up doing a clean reinstall, you will need product key. You shoulc have one on a stiker on the machine, perhaps under the battery.

I'm attempting this restore now to 10/13/2013.
If this doesn't work is there a guide to a full system restore? Back to factory settings?

You have a few choices, if you want to restore back to factory, you may be able to mark the recovery partition Active.

Depending on how the manufacturer set it up - it may boot staright into the recovery/restore program .

If that doesn't work out, you can do a clean install with the iso downloaded from the link I posted.

The problem is I can't load up my PC in any way, so there is no way for me to make these discs.
The recovery parition is asscessed through the F8 key which is also unloadable.

That is problem. Perhaps you can get a friend to d/l and burn one for you. If you can't get into Windows, external bootable media (dvd or usb ) is the only way.

Performing Dell Factory Image Restore
1. Turn on the computer.
2. When the DELL2. ™ logo appears, press <F8> several times to access the Advanced Boot Options Window.
NOTE: If you wait too long and the operating system logo appears, continue to wait until you see the Microsoft® Windows® desktop; then, shut down your computer and try again.
3. Select Repair Your Computer.
The System Recovery Options window appears.
4. Select a keyboard layout and click Next.
5. To access the recovery options, log on as a local user. To access the command prompt, type administrator in the User name field, then click OK.
