turn system icons on or off volume gray

I have tried everything on this tutorial but the results stay the same. The volume (and everything BUT the clock) is gray and cannot be touched or changed, like so:

Quite frankly i don't care about the other icons although i'm pretty sure they aren't supposed to be gray.
Does anyone have any other solutions? I'm not sure what to do anymore.

    Thanks in advance

    Hello KinoDro,

Try this: SFC /SCANNOW Command - System File Checker

Which version of Windows 7 do you have?

Do you have a Windows 7 install disk?

    Hello johnsmith45jock,
I've been having a lot of problems with windows 7 (mostly being lag and viruses caused from unwanted softwares my father installed when he didn't have his own PC) and I've decided i'm just going to completely format win7. if i'm having the issue again i'll let you know. thanks anyway.
