Windows 7: alt+shift+tab not quite working

alt+shift+tab not quite working

I sometimes have a number of windows that I want to switch to one by one. so I use alt+shift+tab. I found that if I have a lot of windows, it doesn't work correctly. Say I have 10 windows. Instead of switching 10-9-8-7-6-5-4-3-2-1-10-9 etc. it switches 7-6-5-4-3-2-1-7-6-5 etc.

If I click on window 9 to make it the active window, then alt+shift+tab, it goes back to windows 1-7. Never tabs back to 9 again.

Forward window switching (alt+tab) appears to work fine.
