files and directories missing when trying to open from a program

So, I can see all my files and directores when i open windows explorer.

if i try to open a file from within any program word, excel, solidworks, etc... all directories appear empty. if i type the full path in the search bar i can open the file from within the program.

tried rebooting, ran a system check, antivirus can , malware scan with nothing found

any ideas???
